EMRS started in the year 1997–98 to impart quality education to Scheduled Tribe children in remote areas, in order to enable them to avail of opportunities in high and professional educational courses and to get employment in various sectors. The schools focus not only on academic education but on the all-round development of the student.

Each school is planned for a capacity of 480 students, catering to Class VI through Class XII. Grants for construction of schools and for recurring expenses were provided to State Governments under Article 275(1) of the Constitution.

To give further impetus to the scheme, it was decided that every block with more than 50% ST population and at least 20,000 tribal persons should have an EMRS. Eklavya schools are placed on par with Navodaya Vidyalayas and carry special provision for preserving local art and culture, besides training in sports and skill development.

Dedicated infrastructure for setting up a Centre of Excellence for Sports — buildings, equipment and related facilities — is supported under the scheme. Each Centre of Excellence carries specialised state-of-the-art facilities for one identified individual sport and one group sport in each State.

These centres provide state-of-the-art equipment and scientific back-up along with specialised training, boarding and lodging, sports kit, competition exposure, insurance and medical expenses, as per the norms of the Sports Authority of India.
